Would'nt sanji's use of armament prevent his legs from turning into stone?

Not because Sanji is a bad fighter but because he is a CQC fighter, He will get petrified unless he has the haki ability to nullify this effect (which he has not shown).
Currently I think she is at least as strong if not stronger then Luffy.

Her power lies in her Devil Fruit. If he can't be turned to stone (whether from her Devil Fruit or his own lustfullness), Sanji wins. We have yet to see how strong Boa's Haki truly is, and it doesn't seem like Sanji has too weak of a will to go unconcious from her Conqueror's Haki. Assuming she simply has above average Haki, and that Sanji also has Haki, we can say there about even simply based on assumptions. (Not enough evidence)

So because Boa is being so restricted as well as Sanji getting a handicap assistance, I say Sanji wins
