Did anyone realize in naruto shippuden movie 5 Blood prison naruto did not have the nine tail seal??? or is it just me

Seals are sometimes shown to fade after they are placed, or appear when a seal user looks carefully.

This could be a gimmick to explain that they are not really that obvious.

This leads me to beleive that they are visible to those sensative to them (seal users) but invisible to others.

Exactly. The seal appears when strain is put on it or is being used to use Kyuubi chakra
