If we concentrate can see that the first appearance of blood line limit in shinobi in naruto we can see that it appears on dangerous times or negative times.If I give examples and reasons you all will understand.
.The yin chakra is crucial for blood line limit or non elemental abilities.So if a person wanted to create or brought out his blood line abilities he need to have yin chakra in his body or need to know how to use it.But the yin chakra to detect in or use very difficult.If we check each case in shinobi with special abilities we can see that they all awakene dthier ability in a danger situation or situation filled with negative emotions.
Examples
The Haku from yuki clan had the ice release ability.The ice release ability is due to yin chakra +yang chakra (In the case of haku yang chakra is water element and wind element) Haku's mother and haku know that he had this ablity long ago. But he clearly used it as mastered when he felt in a threatening situation or filled with negative emotions and ended up killing his members.
The Sasuke from uchiha clan awakened sharingan when the situation where Itachi killed his clan and sasuke put in a threatening situation and he awakened sharingan at that day .Becaue to awaken yin chakra a person needs negative emotions. Itachi may be awakened Sharingan in a desperate situation.
Obito awakened sharingan in war time where he need to protect his friends...
Of course shadow imitation technique of nara clan and Baika no jutsu of akimichi clan are exceptional. May be they are good at controlling yin chakra without any negative situation.
There is a possibility that Naruto get half yin chakra of kyuubi. If naruto good at controlling yin chakra he will develop some special ability .....
So What I am saying is the manipulation of yin chakra is difficult and need a dark heart or negative emotion.Yin chakra arises due to darkness in the heart.
