Gentle Fist is great and all but Part I Neji depletes way too much chakra while fighting. When a few shuriken/kunai/projectiles approach him, he uses Rotation: we know it's an epic Ultimate Defense but shouldn't he use it when there's something worth deflecting? Why can't Neji just parry shuriken and kunai like normal shinobi, he has the Byakugan active while fighting so why can't he just anticipate them?

Thoughts on the Gentle Fist style?

it seems kishi does this effect to make the rotation technique seem more of a primary trait of neji's fighting style as opposed to using weapons which he may find useless

It's not just that, but its a defensive move to compensate for his blind spot, because he won't know if a stray projectile may enter his blind spot and hit him, which observant opponents like kidomaru could take advantage of. Plus it's only wasteful if its used excessively for longer than necessary.

For the most part he only keeps the jutsu active until the moment the attack stops instead of going on for a few more seconds, which definitely saves hairs if he only needs it for a second, because it allows him to make full use of his rotation ability while keeping the chakra draining to a minimum, maximizing his efficiency with the jutsu.

I agree. I feel like Kishi wanted to emphasize exactly how great the defensive power of the byakugan is, because gentle fist makes it clear how strong the offence is.
