It can go both ways for me i believe hashirama can use the budda but it'll be much smaller & weaker then it was if he used sage mode, Madara doesnt have any eyes but sage mode gives you a sense of image around you but one disadvantage of madara not having his eyes he cant read hashirama movement cast sharingan genjutsu or use izanagi but using sage chakra should increase his perfect susanoo.

There Arsenal is basically the exact Same. If Mokuton can be powered by Rikudou Chakra then Madara comfortably wins this if not I'd still give it to Madara but he takes it with High Difficulty.
