well you can change the size and potency of the rasengan

we saw that with planetary rasengan which is smaller but is more lethal

and Odama rasengan which is bigger

Minato's normal rasengan was always seemed larger then Naruto's when he is creating it , but here is seems quite normal as it should be or is it just a difference in drawing? But yeah i know that rasengan can increase its size by adding more chakra

Minato died before he could perfect it. Kakashi stated such.

Him coming back as an Edo and doing it though, who knows.

He even did it with Kyuubi beast mode, so likely by then he had it down pat.
