actually what he said was " no shinigami born in the last 2000 years has been stronger than me." ichibei, and even nimaiya have to be over 2000 years old. there is over 1 million years of soul society's history and ichibei named everything. nimaiya is the creator of the zanpakuto, which means there could be no shinigami without a zanpakuto. plus yama didn't know how powerful aizen actually was, so his analyzation of himbeing the strongest could be wrong.
