It is true, Captain-Commander has requested us 3 to attend to a meeting were he will see if his eyed lied to him about you. Though i doubt it. As you know, I was the previous Captain of squad 12, Shinji was the Captain of squad 5. We both have had Captain expirence, but it seems you haven't. So if you wish to I will guide you to it. But if you wish not to, then that is your choice. This is a big oportunity for you Ichigo. You can now show them what you really are capable of.

Soul Society has announced that they are in need of 3 new Captains. The 3 were personally requested by the Captain-Commander Yamamato himself. The people that were requested were Urahara, Shinji, and Ichigo. Shinji found out this about by Kensei saying he has is "Resources" and is confronted by all the current Vizoreds.
