Maybe Jugram himself recruited Bazz and therefore gave him a power so that he doesn't die through "Auswählen".

-Ichigo just has extra powers from his Shinigami side remember how he "died" during his fight with Ulquiorra and was revived after his "name" was called by Orihime similar to what happened with Ichibei this is from his Shinigami side.
-Soul society knew Ichigo was like Yawach that's why Rukia giving powers to Ichigo was such a big deal and in the end he was made a "Substitute Shinigami"
-Quincy massacre which occurred 200 years ago was to stop Yawach like power sharers too.
Moreover Ginjo also has power to share. Ginjo's vendetta makes more sense now. Perhaps he was actively giving powers to people that he was very fond of and Soul society didn't want another Power-sharer.
