Ok so by reading the chapter many times, I realized some things. First of all, Kyōraku's eyepatch is gone. We know that he lost his eye while fighting in the previous chapters.

Secondly, why is he surprised about the place ? He knew that it was completely destroyed during the fights.

Ukitake most likely revealed his bankai(Most likely). Kamikake may be one of his Bankai's power.
Now the question is, what does this power do.
Well, I came up with two possible theories for that.
1st Possibility
Let's go back to what I said before, about Kyōraku having his eye "restored". What I think is that Ukitake's power is able to turn back time. Why do I think that ? Because of the givens in the last chapter. Kyōraku's eye was there, and he seemed a little surprised of the situation. What could have happened ? Well, I think he "summoned Kyōraku from the past. That also explains why he kept asking all the time about the building. He was wondering if the buildings would still be there if Ukitake used his power to go back in time and restore them. He also asks Ukitake a question, which probably implements if it's safe to use that power. "I hope they'll be sound, right ?"
That is most likely all for the first theory.
2nd Possibility
Ok so this may seem a little bit off. To start, let's have a look at the symbol behind Ukitake's back. I thought I had seen it somewhere, and after searching for it, I found what figure it resembled.

The symbol above is called "Eye of Horus". But you may ask, what does this have to do with , they may just be similar and nothing else ? NO, this is where the fun part comes.
Ok so I took this part directly from wikipedia :
"In one myth, when Set and Horus were fighting for the throne after Osiris's death, Set gouged out Horus's left eye. The majority of the eye was restored by either Hathor or Thoth (with the last portion possibly being supplied magically). When Horus's eye was recovered, he offered it to his father, Osiris, in hopes of restoring his life. Hence, the eye of Horus was often used to symbolise sacrifice, healing, restoration, and protection."
Look at the bold part.
Sacrifice : Letting the place getting destroyed for the sake of their plan, basically, "sacrificing" SS.
Healing : Now, I think this has to do with Kyōraku's eye. Maybe it was healed because of this.
Restoration : Restoring all that was destroyed, that's what they were basically talking about.
Protection : To protect everyone. All of the above are needed to protect the "Sereity"
Actually, they make sense. Their plan is definitely for good, so to protect, sacrifices must be made.

The last theory is not finished yet. I will keep digging more and make another thread about it. Hope you enjoyed the read.

I don't think he can turn back time, but it does appear to be the future there. Either Ukitake called Kyoraku into the future, or Ukitake and Kyoraku are viewing the future from the past. Kyoraku says this "It appears we let them invade the soul kings palace" The way he says it makes it seem like he personally had no ability to stop it. Although I am not sure why this revelation allows them to "push it" a bit more. Good find.

Lore behind the Egyptian God Horus. There's imagery of him sitting on a lotus blossom. [ ]

Last time we saw Ukitake, he was taking a bath in front of Lotus: [ ]

Lotus is in some cultures, sign of rebirth. I just think that Ukitake is healed, now and can use his full capability.

He also has bandages on him and he was taking bath, it sounds to me something like Kirinji's hot springs.

wow, nice theory. didn't think of it that way. it appears ukitake summoned kyoraku from the past. I don't think his eye was healed, only the Kyoraku we're seeing now is from the past. and after he releases aizen,he goes back to the past with Aizen, to the time before all this started. to the first day of the war.
