Also just to add on to my post, your friend is in denial. She's trying to convince herself that he isn't bad, but in reality he is. Again, I can't stress it enough. For those couple of moments he forgot all about your friend and made out with another girl. That's not love at all. She should just move on and forget about him.

My suggestion is be a friend and tell her he is not worth her time of day. He will only end up do it again or even worst. If she let's him get away with this is makes her look desperate and only shows him she's willing to take his crap. But I can never not love anyone who I come to understand, and that understanding, as well as the love that comes with it, means that I will always offer the best solution I can possibly think of, and also present any problems I see with my own solution if I do not believe it to be perfect.
