The blame on the edo tenseis falls right on tobiramas plate a.k.a the 2nd hokage. but since he is the creater of the justu, who could he have sacrifice to create such a justu? for all we know, that the uchiha was figthting the senju, but little was said on how madara's brother died. since madara was always fighting hashirama senju, could he have been getting back at tobirama? just a wild guess and assumption. but still, if madara supposebly died at "valley of end" could he possibly be an edo tensei summoned himself? could somebody be pulling his strings? just a theory. but who would have thought the second would make a justu like that? is it tobiramas fault for all of this happening?

That right there is wrong. NO it is not his fault yes he did invent it, BUT the uses of it where not order nor planned by him.

where invented as useful for war, and cops.
tohugh some people buy them and kill with it.

we dont know what exactly the reason he created the jutsu for and he labeled it as forbidden, if orochimaru had never stolen it then it would have never been used again

Tobirama didn't know that Edo Tensei would create an army for the baddest of evils when he was developing new jutsu. He did however, expect that the jutsu would cause problems and be an evil force so he locked it away and stopped developing it. Why the hell would it be his fault? Did the man who invent guns to blame for hundreds of billions of lives? No, he couldn't expect what would come of it so you can't blame someone for working on something to develop the world.

I wouldn´t really blame Tobirama since he was himself abhorred by the process of the technique so he locked it away and tried to stop its development. However then Orochimaru studied the Hokages and finished it.
