Black Zetsu has started the cycle of hatred, played all of Hidan, Kakuzu, Sasori, Deidara, Kisame, Itachi, Konan, Nagato, Obito, Madara, Minato, Naruto, Sasuke, Ashura, Indra, Kabuto: All puppets. All fooled despite all being stronger in combat. Even made Minato look like a fool and Yoinked Kurama from him. Fist to the chest the strongest Shinobi during the War arc. Completely messed over Obito's redemption attempt.

His definition of manipulation is feeding false hope to those he side with, and waits for the opposing force to shot them down so he can rip the benefits of the remaining results.
He takes the little he can to bring his master back to life, sacrificing his or any other body out there.

to control or play upon by artful, unfair, or insidious means especially to one's own advantage.
What did Zetsu do? Used words, false loyalty, and in short deception to force people stronger than him to act exactly how he wanted. And when it came time for him to play his role, he did so in a way that'd guarantee his survival as well as freeze his adversaries from being able to take action.
A parasite doesn't just wait until the end. It sits there constantly eating away at you. The only parasitic action Kuro takes is when he takes over Obito's body. As in that instance he has taken a host and used it to his own advantage.
But that only happens in the absolute final act of his grand charade. A charade mainly spent manipulating the Uchiha and Senju to his whims.
