The Anime and the Manga are clearly telling different versions of the story. Most notably, in the Manga, Hagoromo never knew that Kaguya was the Juubi. In the Anime, he did.

For the sake of what is Canon and what isn't. The Manga is Canon, the anime is not, end of story.

He can't use Sharingan because they're two separate KKG, that's like saying he can use Byakugan jutsu. Sasuke has two KKG in one eye because his dojutsu is more advanced than the Sage's and closer to Kaguya's

Hagoromo's Rinnegan = Indra + Ashura

Sasuke's Rinnegan = Indra + Hagoromo

Sasueke's eye is not the standard Rinnegan hence why he can use his Sharingan and use S/t like a RinneSharingan.

The manga explicitly stated Hago became the first Jinchuriki by absorbing the Ten Tails into himself. The fact that he didn't do this in the flashback episodes proves they are not canon

BZ said only two people ever awaken a Rinnegan eyes.

As Kaguya's will he already had a knowledge about Hago and Hamura from Kaguya.

But he never said anything about Sharingan when talking about Hagoromo. Hago maybe had some eyes defect since birth making his eyes not having any Byakugan characteristic and function even though it was a base Byakugan.

But that eye defect not actually something bad for Hago, it actually will changed into Rinnegan eyes one day. Special power that reside inside Hago's body.
