Zetsu isn't actually an identity, but rather a jutsu pulled off by Madara with humanoid aspects (like talking). Black Zetsu was created from Madara's Will, so it's safe to say that Madara's Will is Kage level.

You could say somehow that it's a part of Madara's Identity, but only the "black" one, hence "Black" Zetsu. It's safe to assume that in it lays Madara's evil. By identity I meant a person with actual feelings and thoughts. Black Zetsu is merely a puppet and has always been. A puppet with Madara's dark characteristics.

He's just the will/chakra/spirit of madara

He strictly obeys orders

Zetsu himself stated he wasn't much for combat. He's the best spy and nobody can take him in stealth. But in a proper fight any S-rank would stomp him with ease.

Unfortunately Kishi is inconsistent, like it or not Black Zetsu is a tricky one, we have to face it Obito get owned by him.
