I only watched the first 30 secs (my heart is weak QQ), and im not defending the cop, but I can't tell if the man was really obeying the orders, to me it looked like he was avoiding something, for example the cop is is aiming the taser at him and when cops do that, they usually say something like get down on the ground or something, but all the man did was just kinda turn his back.. The video isn't clear so couldn't tell what the problem even was.

If you look right before he falls (13 seconds in) you can see his leg start to turn, then he falls like he gets tased. Now I can't say 100% positively he was starting to run but it certainly looks like it plus I've watched enough episodes of Cops to have a pretty good idea based on the person's body language when he was approaching the hood he was planning on running.

After watching it a few more times, the guy was absolutely starting to run. the way he turned around sort of hunched over keeping his eye on the officer then watch that stepping motion with his left leg(closest to the curb) he sticks it out and plants it and then twists his right knee he was getting ready to take off. I bet you if you guys go watch a bunch of clips from Cops where perps run from being frisked you'll see most of the same body language.

OP: Purposefully mislabeling clips is only adding to the fire. Oh and the hosts of the clip are idiots. "He won't go to jail" Really you think? A cop not going to jail for using his government issued non lethal detainment device the injustice the inhumanity, get outta here. You don't want them having guns, you don't want them having tasers, you don't want them having billy clubs what the **** do you want them to do walk up and say hey you're committing a crime come along with me here so we can get you charged and tried? Are you all delusional? Here's a valid idea, if you dislike the police that are there now, become a cop and protect your fellow people the way you would want to.

His leg mostly likely turn from his muscles contracting from the direction his neck was turnt , you'll see people sometimes twist their necks to hear something someone was saying.

Taser contract muscles movement so if he moved his neck left he'd fall that direction

Which is why I said I couldn't 100% say he was starting to run but I'm thinking he was.

Watch the video from the 10 second mark to the 15 second mark. He puts his hands on the hood and almost immediately after turns his body towards the front of the car which is when he extends his leg and bends his knee. Then you can hear the officer say get on the ground and then the man falls backwards. The fact that the camera man only focused on his legs makes it a lot of speculation. After watching that 10 second to 15 second mark loop a few times I'm fairly certain though the man was planning on running.

Also we need to understand Cops live in a split moment world out on duty and based on many of the comments I've seen on this forum and the internet in general most of you would jump to the wrong conclusions and make the wrong choices too if they had to be processed in the blink of an eye. None of us know the lead in to this stop or what the cop had to handle just moments prior and all of that weighs on the resulting decision.

Well it seems Racism will never ever stop

Too bad what happened with our world
What happened? There's more cameras now to show more people, nothing new, people have always and will always hate each other and fear each other and look to subjugate others(not on an individual basis but as a whole) As more people continue to be born more strain will come on resources and paranoia and selfishness will grow.

You know, I was thinking about this too. But after re-watching it for the umpteenth time, I noticed a sound right around 12-13 seconds. Notice the sound comes before you see the man's leg turn. Now I suppose it's possible (but extremely unlikely) that the sound came from somewhere else, but you also notice that the man screamed right after the sound. Was that really just a coincidence? It flowed so well with the timing of the events, and of course, it even sounds like the discharge of a taser (you can compare it with the video that guy linked if need be).

That sound was a game changer for me (and it would still have to be explained why the man screamed before his leg even moves).

Yeah I think you're right. I saw another video CBS had and it showed the event with a better angle you could see everybody's whole body. I also heard the sound you mention in that other video. From the angle in the video in the OP it was hard to tell, after seeing the other view it's clear he did fall and his legs made those motions because of the taser being shot into him and shocking him.
