I think he was asked to be a Shichibukai, because of his army force...
He has his own crew back together, and his new crew from prison Impel Down... Buggy thinks or knows he got some crew who has bigger bounty head, and Navy knows that...

What is so funny is that the WG really thinks that Buggy is truely strong. When they were heading to Marineford from Impel Down and they got that phone call from the navy; the Navy thought he and Luffy were behind the whole breakout and all. They even said that it was difficult to find out about him and Roger, and that he shrewdly layed low all these years waiting for his chance to do something big. And for all those pirates to believe it too, lol. He doesn't act out of cowardence and then something happens and he acts like he planned the whole thing. I can see him clinging to the title of Shichibukai, desperately trying to hide how weak he truely is.

Even WB acknowledged the people Buggy gathered. If the WG really did send buggy a shichibukai invitation, then they acknowledge the threat of Buggy's crew.

same, his crew still doesnt have anyone with haki, personally a team without haki is not powerful, like srsly without haki u cannot survive in the new world which most probably buggy and co want to head to or are already in

Yes...Buggy could be stronger after 2 years...possibly, but considering his strength to begin with I don't think it would truely matter that much. It's his personalitiy that I can not see changing in anyway. His devotion to self interest and cowardace prevents him from becoming a truely strong person. I have no doubt that he can bluff his way through most situations and can't wait to see him as a shichobaki(?sp).
