Basically. Lightning is pure aggression. It's used almost always as offense. When was the last you saw a lightning defense jutsu? It can be charged into water and mud for combo attacks.

Ive only seen lighting jutsu be used offensively to defend ones self, but have yet to see a actual defensive lighting jutsu

Focus lightning chakra in your hands, and then release it all in a large burst. This jutsu work particularly well with a water jutsu combo.
