Luffy was born in the East Blue I just got done watching the episode at Impel Down where he tells Ivan that and then they have a flash back of Dragon staring and Ivan mentions him staring at someone he misses. So I'ma say Luffy was born in East Blue. Other than that I don't remember I thought Franky was born in Grandline though, I don't remember a story about him coming into the grandline.
