Almost all Canon Character Bio's have some sort of restriction especially if they posses a KG. If I were you I would just make a custom bio to start of in the rp. And get basic training then I would go for a Canon Character Bio. Just an opinion of course.

A custom bio can be any character. From any show or something. As for jutsu you don't decide the Justus you get you only get the basic E rank Academy Ninjutsu anything else you have to learn from a sensei or sempai.
