Click on Dust Release and it says I am not allowed to look at it.

Am I banned from Dust or something, because I can check out other stuff in that section.

That thread is need of an update with the new rules that Scorps has made, the Dust release link that in that thread is the old rules link, and thus that is in the hidden section.

EDIT: Or Scorps is in the the middle of actually re-making the rules.
