Looks: 5'6", short spiked silver hair, he wears cloak similar to the akatsuki but instead of a cloud pattern it has blue dragon wrap around it. He always has a fierce look on his face. He is a descendent from the hyuga clan so he has the byakugan. He wears his forehead protector in different places when hes in different moods, when hes in a fierce mood he wears it around his neck. But when hes relaxed he wears it around his left arm.
Personality: He has a fierce personality do to always wanting to protect his friends and family after loosing to a shinobi and he his uncle dieing as a result. He will go to all costs to complete a mission but when his comrades are in danger he will doing nothing but to rescue them if needed.

Background Info.
History: When he was 13 years old after the massacre of the uchiha clan Roshibu was caught in the heat off battle he lost that battle along with his left eye. Roshibu's Father went to the Hokage and asked him if they could implant and eye from one of the uchiha clan's dead, the hokage approved of because Roshibu's father in the past has saved his life from the hands of a deadly shinobi. After that happened he was forced into a coma to heal the wound he had. when he woke up he learned that his father was killed because of what he did for him. Roshibu went onto a rampage and ended up killing the missing-nin that killed his father, but Roshibu was never declared as a missing-nin because the hokage granted him approval to avenge his fathers dealth. because he had killed this missing-nin which was 5th most powerful shinobi in the land of fire he was declared as the Rising Phantom.
