In physical power I think they are ranked pretty high. They're only really stopped by powerful genjutsu which only Uchiha's can do or Wood techs which only Hashi can do. So I'm thinking top 15

unless you are some op character or an uchiha, you're gonna have a hard time doing anything to a bijuu. the third raikage, who had skin of steel, lightning fast and bijuu level was only able to match the eight tails to a stand still. he is an OP human and thats all he could do. minato a genius, although he had just fought obito, died fighting the kyuubi. so top 20.
