NAruto "Surpassed" jiraiya in SM by completing, that was what Fukasaku said.

Yet If it was Jiraiys SM vs Naruto SM without Kyuubi, then jiraiya would win, he has various rasengans, his earth jutsu would stop naruto in his tracks for example "Swamp of th underworld", also his fire jutsu are incredible strong too. Also he is more skilled in general taijutsu than naruto.
Jiraiya has way more jutsu, especially he has tons of Sage Art jutsu that would be of great use in his SM, such as Goemon, Oodoma Rasengan and Ma & Pa and many other Sage Art.
Also in SM jiraiya has Ma & Pa which will be an advantage since Jiraiya's SM would practically never end (Don't know how long he can stay in it) as for naruto can only stay in SM for about 15 minutes.

Jiraiya win the toads and toad jutsu would defeat naruto SM, since they got 3 heads thinking, also jiraiya is way more experienced in SM than naruto, and he can outlast naruto SM. Even though Genjutsu won't work it will still stall naruto for 3-10 seconds.

Jiraiya SM defeats Naruto SM (In a fight, but yes naruto "completed SM")

Naruto defeats jiraiya in BM (Naruto would be too much there)

You guys underestimate Jiraiya SM against NAruto SM
