It contributed half of the Bijuu-Dama that Bee and Naruto made, and it was much bigger than previously against 5 Bijuu. So we can safely assume that it's easily capable of replicating

I doubt a team with less tail chakra is going to try and overpower the other with TBB. If Team Military wants to win they will have to use their ninjutsu and strategy.

First thing to do is to blind their opponent. 7 tails provides the opening[

]. During the blindness, 3 tails can slap a coral fist at one of the other beast, and 2 tail uses rat tracker knocking one out. Once they are temporal KO they can then use TBB to finish them off.
