1) Who is tobi? we don't know...Someone or something that has feelings and sympathizes for the events that took place with Madara and Izuna.. Someone who has knowledge on Gai and Kakashi that little people have.. Next week you will know..

2) Madara's plan was basically this.. Before he died , he unlocked his Rinnegan and possbbly read the final part of the Naka shrine.. He then told Tobi his plan, and either gave Nagato directly or Tobi his Rinnegan..
From there, Madara died and the Rinnegan was inside Nagato... The plan was for Tobi to steer Nagato into a path of growth so that he would collect the bijuu.. but most importantly he would develop a jutsu for the use of Tobi
called Rinne tensei..

If you can't remember Rinne tensei, it is the jutsu Nagato used on the Konoha villagers to bring them back to life..According to Tobi, that jutsu was developed for his use... (Him , I suspect being Madara, because tobi is crazy ofc) , Why do I believe this? Because the first thing Uchiha Madara said when he got revived by Edo tensei was , "So the brat Nagato finallu did it"...He thought that Nagato had grown up, created rinne tensei and revived him.. just like his plan with tobi.. unfortunately, he found out it was Kabuto..

The one problem with this is, that rinne tensei takes your soul and plucks it into a body sort of.... Madara's body if it wasn't preserved, would be old and decaying.... Unless madara had a new vessel to enter.. maybe tobi, maybe zetsu, it doesn't matter..

Tldr- Get revived by nagato---> Moons eye plan

4) Where they are going is unknown atm , Somewhere he well knows could be a few places.... Konoha, more specifically, the Uchiha are in Konoha... , Valley of the end.... There are a few places Sasuke has been for a while


5) I don't understand this question, but Kamui is a mangekyou ability,

6) According to the databook, Kamui can be unlocked through hard work, and years of refining your skills... We know that's how Kakashi got it.. he unlocked it over the timeskip during training he stated.... How Tobi got it, we don't know

7) Possibly.. no way of knowing

8)Indeed, once Kakashi's eye goes blind, (which it is) , his ability will certainly drop significantly.... He most likely will keep his already memorized abilities.. but he'll lose his ms, his moment prediction, all of that

Now, we can't rely just on that. It's a bit an excuse if so. No matter how skillful he is he is not Uchiha, don't have their body, how s this even possible? when uchiha members themselves failed to awaken MS(some).
If that so, is that mean Kakashi surpassed Madara, itachi, Sasuke or who else? If Uchiha clan himself doesn't know another way to obtain that eye how Kakashi knows and why? It's not so fair tbh.

When Madara was revived,shortly after he said things weren't going according to plan, and this was HIS doing... the person he's refering to is obviously Tobi

I can't tell if it's one ability.. but i have never seen Tobi use his kamui like Kakashi can.. in an offensive manner that is

Noone ever said you need to be an uchiha to unlock Ms.. it's still a giant mystery, but its unlocked in different ways.. sometimes training, sometimes emotional baggage... kakashi has both..
Yes, there were many who failed to unlock Ms, it's not something everyone gets
