Hinata
Part 1
Due to being heiress of her clan there were high expectations, subjecting Hinata to gruel training. Because of her slow progress Hiashi eventually gave up on his daughter, instead choosing to focus on his youngest daughter. This caused Hinata to lose faith in herself until she learned that Naruto, like her, was an outcast and wanted to be acknowledged and praised. From here on she decided to become strong and independent. Hinata's focus was more on her self-confidence and to gain the praise of her father, as well as for Naruto to notice her growth.
Shippuden
Hinata had a developing story; her father's approval, changing to like herself, wanting Naruto to see her, her general kind nature, etc. Note the keyword "had". Since Shippuden the only aspect of Hinata's character is that she's focused on Naruto, making her one-dementional. There was a short scene from Hiashi's point to explain to his brother that the Branch and Main had been finally working together, showing his trust in his daughter but nothing from Hinata's view.
Which is odd when you consider that gaining her father's and self approval was the entire reason she resolved to improve. We don't even know if she's heir again or, if she isn't, does she want to.
Hinata wanted to be self-confident. Her first big action, jumping in front of Pain, was less of the "free-will" she claimed and more in desperation of saving Nature. Even so, just when you think this moment gives way to room for improvement, namely Hinata's confidence, come the current war and the first thing she does is admit she's nervous. Fair enough, it's war and she is fighting off White Zetsu among her allies. Que later on when she beats herself up for wanting to help Naruto and ending up being the one to need saving, Naruto being the one (willingly) needing to reassure her. So where is this self-confidence, even a hint?
Hinata's moveset and that she's never won a fight. Firstly, the number of techniques she has isn't a factor for me. Nor the fact that she's never won a fight. It's understandable that two fights consisted of opponents fair beyond her own strength. But two fights is all she's had, minus the white Zetsu and everyone else is fighting those. As for her jutsu, none of been seen to full effect. The exception to this is Eight Trigrams Vacuum Palm, which was shown to be effective against Zetsu clones. We haven't scene Gentle Fist since the Chunin Exams, where it was shown to have no effect. Eight Trigrams Vacuum Wall Palm is used alongside another Hyuga and we have yet to see what Gentle Step Twin Lion Fists does, as much as it looks to be a cool-looking and powerful attack. She can't do Sixty-Four Palms or Rotation.
Shino
From the Forest of Death you get that he's a very cautious individual and in his first fight we note that while his merciful to his opponents, giving them a chance to forfeit, he also isn't hesitant about doing what is needed. One would think Shino is cocky, but he appears to be more self-confident and careful. This being evident on his two trump cards.
His shown to be analytical and observant, able to determine his opponent's moves and effectively take them down. Even using their technique against them. This coming from having only two fights.
Come later on in part one where Shino is talking to Kiba about the Sasuke mission and we find that Shino regrets having not being able to accompany them. I found this scene interesting for two reasons. One: it gave a way to see Shino as being more human, really the guy wanted to be there to not only make the mission successful but to aid his comrades. Secondly, Shino is self-prideful in his abilities but still notes his lack of chances to prove it to others. The later being that he shares the goal of acknowledgement from his team mate Hinata and that of Naruto, who claims Shino isn't his "type of guy". Unlike Hinata and Naruto, Shino isn't seen as weak, just unfortunate to not be able to be more helpful on missions.
Instead of Kishimoto just having small comedic moments of Shino sulking for being forgotten and repeating his intentions for doing something in the mission, he could have made Shino a more rounded character by using those "comedic moments" to show viewers someone who was self-prideful in his abilities, wanting a strong connection with his friends and comrades, but at the same time is concerned with his inability to always be able to help out. It would give Shino himself development and the viewers a character they could relate to.
Really, it would be nice if Kishimoto quit hinting Shino has qualities fit for an elaborated character and actually focus more on it. It's rather disconcerting to read that other's think Shino is ignored more than the other K11 when he has as much room for plausible improvement as any of the others.
Neji and Lee, not so much as Hinata or Shino. I'm disappointed that they had so much going for them and yet we see very little in Shippuden.
Improvement? There is none that are personal to me.
