He's staying in his home to monitor him. Kinda like how he was monitored by Hiruzen.
He and the other kages didn't want to confine him like they did with the jinchuriki. Plus they trust him given how powerful he is.

He stupidly took Kawaki into his home, without even thinking of the consequences this could have for Himawari, Hinata, or Boruto. He should have sent Kawaki to Kabuto's orphanage.

We actually don't know but judging by feats shown so far, yes. Delta is featless, Jigen is also featless and little was shown about KK (Summoning, Rasengan and Samadhi Flames).Kabuto is stronger than kara members? Can kabuto take on jigen kk or delta?

Kabuto looks pacified and currently watching a football team of shin clones.
For him to manage to keep someone like Kawaki from constanly running away would be a too much. Plus Naruto wanted him to be around someone else with that seal.

Himawari's death will be that much sweeter, it will definitely tip Boruto over the edge. He will get the mich needed character development let's hope he doesn't start pulling more shit oit of his ass. Poor Himawari though to serve the role of sacrifical lamb
