This theory though hasn't been made to my knowledge. However, there are people who helped me connect this thing with their theories. Though i don't know their names. But thank you either way.

Main Objective:
The main objective of this thread is to show the connection or a peculiar thing with the 3 people who have introduced 2 normal eye KKGs, 1 God eye KKG, 1 Nature KKG and its energy.
All those four things are powers from the Juubi. 3 of them are the powers of the juubi's eyes, 1 them is the juubi's own body (what its made of.)
What I am talking about is Rinnegan/Byakugan/Sharingan/Sage Mode+Mokuton
If you have any questions at this point.. Holy them. And continue reading because they might be explained later on.
Furthermore the sections from here will be separated into 4 more parts, 3 of them talking about the individuals, and other one concluding them.
Kaguya (Mother)
As we know Kaguya is the original possessor of the Sharingan and Byakugan.
I am going to bet anything , that her sharingan and Byakugan are stronger than anyone's. I mean hell her sharingan has 9-tomoes. Most likely surpassing the EMS. So with that said, she is the strongest holder of those 2 KKGs IMO.
Further more it is symbolized by the sharingan on her forehead.
the third eye in hinduism means : the locus of occult power and wisdom in the forehead of a deity
In Buddhism it means: Eye of Consciousness
Going by that one can say she was an enlightened being in the Byakugan and the sharingan's powers. (I believe she possessed more dangerous techs than the EMS, which technically is just a combination of the 3-tomoes).
Now lets move on to Rikudou.
Hagoromo (Sage of the Six Paths)
Rikudou Sennin was the founder of the ninja way, as we all know. However we also know he was the original possessor of the Rinnegan. Hence why the name "Sage of the 6 paths".
Whats so peculiar about the Sage here is that he is the strongest Rinnegan user we know. He has possessed the master of the Rinnegan. There is no one who can be as masterful as him in this. He is the one who showed the true power of the Rinnegan.
Notice that he also possesses the symbol of the Rinnegan on his forehead. This also can go back to the "third eye" belief and its meaning.

With him we can obviously see he was an enlightened being with the rinnegan. He had mastered the 6 paths. He had the ability of all 5 elements (not saying he was able to control them though, since he didn't use ninjutsu.)
Now the third piece of the puzzle, Shodaime Hokage.
Hashirama (The Shinobi)
First of all let me clear up the whole Mokuton + its energy. As we know Mokuton is the KKG derived from the very thing the Shinju/Juubi is made of. And further more you must recall that the Juubi's chakra/Shinju's chakra is Nature energy, which is the sole power of Sage Mode. No it does not mean that juubi's jinchuriki possesses a Sage mode.. it simply means he possesses Nature energy, and really doesn't need Sage Mode.
So with that said we can make the statement, that his SM and Mokuton are one and the same source Nature. Now you see Hashirama's SM puts a dot on his head.
This is the only Sage mode that we know of that has that on the forehead. Now while keeping this in mind we also know that Hashirama (Manga facts, not assumptions) is the first person to use Sage mode. (Going by Canon there is no one else stated before him to use SM.) And his Mastery is SM is so proficient that he turned something that is the size of a Full Kyuubi, into 1000+ that size.

So by applying the meaning of the "third eye" to Hashirama. One can say he possesses mastery in Nature (Mokuton + SM). And so far we have seen none other capable of Mokuton such as him.
Conclusion
Now to add everything up. What i'm basically trying to say is that, the "third eye" resemblance presents the mastery of the Juubi's KKGs. And that no one besides those characters can accomplish them. And we must also acknowledge that these 3 are main points of Naruto history until this point in time.
- Kaguya = Eats the fruit. Starts of the whole chakra related things
- Rikudou = establishes the Ninja creed
- Hashirama = establishes the Shinobi system/Village system.
Notice that all three also made temporary peace during their times.
With that in mind, I have come up the conclusion that the signs of their foreheads show their mastery, and that they were the "starters", and their wisdom in those things. And quite ironically, putting these 3 on different levels than others.
(Reason why i explained and wrote so much on the Hashirama part is because it was going to be the most contraversial part. And the must confusing/questioned part.)
