Between Hiruzen and Kakashi who has the highest number of jutsu's

i would say Hiruzen, it was said Hiruzen knows over 1000 Jutsus, about Kakashi it is said he knows 1000 Jutsus

1000 Jutsus < OVER 1000 Jutsus

Hiruzen apparently knows all the jutsu in Konoha, but whether there is more than 1000 jutsu in Konoha is questionable.

It's a tough question to answer, but I'm going to say Kakashi for the time being since we've seen him perform more jutsu than Hiruzen.

Even if Kakashi knows more than Hiruzen, he can't use as much as Hiruzen can...
Kakashi gets exhausted after 6-8 jutsus cosecutively while Hiruzen can just spam about 20-30 jutsu back to back IMO...
That's why I think it should be Hiruzen's vote...

Yeah i remember that part where he copied zabuza's great waterfall technnique but hiruzen was known to master every ninjutsu not just knew them......

Hiruzen is said to know every jutsu in the leaf. Firstly it doesn't mean he can use those jutsus. There is a difference between knowing and being able to use. Secondly, like you've said, Hiruzen is restricted to Konoha's jutsus, when Kakashi copied jutsus from even other countries and villages all over the missions he completed, so his knowledge of jutsus has a greater scale. Furthermore, it's not said that Kakashi copied exactly thousand jutsus, but over thousand. Even after Zabuza talked about his nickname, he even copied Zabuza's ninjutsus during the same fight, he copied Kisame's suiton later, so obviously, when you have thousand jutsus and completing missions and copying jutsus every time, you'll have more. It's logical. Like i've said, Gai said Kakashi is the number1 technician in the entire leaf and Hiruzen was still alive
