Better Villain Madara or Tobi

i think tobi is way more developed and a much better villain.
he has a reason to be a villain. if you think about it and understand his plan, he isnt so villanous, and to me, when i can understand and empathize with a villain, then he is truly a good villain. lol

lol i feel ya bro. But to me a villain has to be Totally bad. Tobi is that kind of a person whose not completely bad. For example, Madara is just complete Hatred. Only cares for the Uchiha.
