Better Reaction TIme? Tsunade or A?

Im pretty sure its clear by now that A is vastly superior to Tsunade in terms of speed but can Tsunade possibly have better reaction time than A or does A take that as well?? Do you think all of her reaction Feats puts her in the league with A or no?
