Its almost conformed Madara was the mastermind behind Eye of the Moon Plan . For the success of the plan he included Tobi and Nagato .He made sure his plan will still be carried out even after his death (i.e Obito). He was to be reincarnated from Outer Path: Samsara of Heavenly Life Technique by Nagato but nagato betrayed him. Currently he is shown as the most powerful antagonist in the series and is in edo state i.e cannot die. He is trying to capture Bee and Naruto so he can complete his plan.

Minato (+jiraya) :
When naruto couldnt go tail beast mode (so he can learn tail beast bomb),naruto tried to do the same from his rasengan in Nine-Tails Chakra Mode seeing this Bee stated that rasengan was made keeping tail beast bomb in mind, which was taught to Naruto by Jiraya (maybe Minato had planned this from beginning.) . When Minato fought against Tobi , he realized that Tobi was planning something sinister in the future and tobi was related to Madara. He sealed Kyuubi inside naruto with Eight Tigram Seal so that he can get stronger, put his chakra and kushina chakra inside so that they can help him in the future.

Itachi ::
Saved whole konoha village by killing almost all uchiha clan members except his brother.Made Sasuke powerful by power of hatred so that he can die by sasuke hands for the sins he had committed . He thought that sasuke would help konoha after killing him(maybe to fight madara + tobi) but he failed in this part . Gave Shisui power to naruto so that whenever he fought with anyone who has MS they would have put in genjutsu to protect konoha village (probably was to be used against sasuke but was used against himself in edo form). Join akatsuki to keep eye on them and keep tobi in check (only guess,Tobi stated his plan only after death of itachi) . Put Amaterasu in sasuke eyes so that tobi wont survive if he contacted sasuke (failed).
