Better Fire Style Jutsu? Jiraya or Sasuke

Toad flame bombs is probably better than any of Sasuke's fire style jutsu... although he uses Gamabunta for that
I still say Jiraiya

Well technically Amaterasu is fire- style albeit a very advanced form, so I'd have to say sasuke.
