Minato would be the best of course in my opinion if Kishi didn't kill him off then have him reappear to apply nerfs (which getting rekt by juubi jin while being a regular shinobi without power ups isn't bad at all honestly )

But seriously, Sasuke Uchiha without question is the best written character, I mean who else would be.. (please say Naruto )

If he isn't then provide your opinion with facts as to why. (It is an opinion after all, but opinions can be valid and invalid)
