Law, Doflamingo, Corazon, Smoker, Ace, Garp & SH's (OP)
4HK, Komatsu, Midora & Ichiryuu (Toriko)
Meruem, Gon & Netero (HxH)
J-man (Naruto)

I 2nd this.
Can't pick just one, there's a lot of well written characters, the ones who's series ended and the ones still ongoing.
Johan.
Eren.
Kaneki.
Ogami.
Toki.
Rui.
Itachi.
Gara.
Kabuto.
Nina.
Makishima.
Shiro.
Ganta.
Light.

They are to me.

If it want't for Corazon list, this would solo the rest. ( You forgot Levi 0:

Komatsu isn't annoying. I started enjoying his character ever since the ice hell arc.

So far am in the Cooking fest Arc, and he won't stop crying like a kid. Also Komatsu is always being protect like a 10 year old, when he has the MILK KNIFE!! :/

As a Character Lelouch > Light by far. Light wasn't even that amazing of a character, it's just the way Death note did shit that was amazing.

Light wasn't amazing?

I liked L more, but they trolled him so hard. >____<

Still he was interesting, because you never knew what he was gonna ask or say to freak Kira's mind. Plus his personality was just entertaining. But it's a close one between them since I liked both.

I'll answer it in the sense of which character has been given more development and depth. There are many but I'd put Emiya Shirou on top. He's not really one of my favs, but the character has an incredible amount of depth, badass to a good extent and is very relatable.

edit: I've come to realize I can't really point out just one character. So yeah, he is very well written along some others. :p

Not trying to be Bouges but, I didn't read everything once I read the first sentence. I haven't even watch Code of Geass yet, but I will very soon. I heard tons of amazing stuff about it. ( I dint read for spoilers reason)

Form what manga is Tenzin In? Also see Death Note, trust me you wouldn't regret it

I haven't seen yet because I don't know where to start :/ Should I Watch the movies? Or is there a anime?

Understandable. Anywho, I hope you enjoy Code Geass as much as you enjoyed Death Note :)

Light was a guy with a set of beliefs and a one track mind towards those set of beliefs, he never explored the morality or implications of what he was doing, never doubted himself, and he never underwent any internal conflict. He simply continued towards his ideals that were outlined at the beginning of the show and became more and more arrogant. He may have been a broad character, yes, but he wasn't necessarily deep, there wasn't layers to him, he was just a guy with a god complex and was very rarely portrayed as anything more. Sure what he was was interesting, but there weren't a lot of dimensions to him.
On the other hand someone like Kei Kurouno has like, one of the largest character developments of any manga I've ever read. He goes through stages of progression and internal conflict, he's incredibly relatable and likeable and so on.

Can't say there is one. Emiya Shirou, Griffith, etc. come to mind though.

I wouldn't called it as the best character written in anime/manga history, But...

-Kenzou Tenma
-Okazaki Tomoya
-Sakata Gintoki
-Akemi Homura
-Lelouch VI Britannia
-Char Aznable

Their characters has more depth and development than everyone else in the hundreds of anime/manga that I've watched/read.

Chose griffith fro berserk? Guts is more interesting than both tho. :p and definitely has more character development and depth than griffith. P.S top notch badassery in him.

I'll agree with you excluding Kurono in the last Arc... he's just annoying, heck his clone is actually did better than him in the last arc.

Well, most of that conflict occurred in the first episode, but you can't say he never doubted the morality of what he was doing. And how were there no dimensions to him when he did a complete 180° after losing his memory? That was the most ingenious aspect of his character and his appeal.

I think characters should be judged accordingly to their own series. Some of them are suppose to be light hearted and too much darkness and angst can harm the fabric of the series. Some of them are opposite. How a character contends with his/her own surroundings also matter, if they are not fitting in that universe they are not much good in certain ways. Among all from what i have seen Motoko Kusanagi is the best.
Some accordingly to the series they are in:

Sasuke Uchiha (Naruto)
Midorima Sintaro (Kuroko no Basuke)
Motoko Kusanagi (Ghost in the Shell)
Everbody played their part well in FMAB, i can not pick someone from there.
