best written is Jiraiya, Oro part 1 with so many mysteries, Kakashi and his intelligent, Naruto with surprise moment, Sasuke before left Konoha.
worst written is Sakura, even side character outshine her many times in critital moment.

ps. I dont give credit to Itachi cause the way he slaughter his parent is meaningless. It could have been a battle btw him and his parent and obito sneak behind or kamui Itachi blade to finish his parent.

Sasuke, Naruto, Kakashi, Madara, Itachi, Minato

Best: Kakashi(Had a good Backstory & development) or Itachi.

Worst: Obito, Sakura, or Sasuke(Dude just kept switching sides without any real development).

He developed significantly each time he switched sides, your reading comprehension is off.

Best Male Character: Kakashi Hatake - excluding Itachi, because that would be obvious.
Best Female Character: Tsunade
Best Akatsuki Character: Kisame Hoshigaki - his death swung it, pretty epic.
Best Villain: Hidan - I love the fact that bastard can't suffer plot-redemption-jutsu.

Worst Female Character: Sakura Haruno - she's the worst, overall too. Though Chocho deserves a mention.
Worst Male Character: Toss up between Choji or Kiba, I f*cking hate them both.
Worst Akatsuki Character: ... this isn't actually easy to decide. Sasori? Because his death was more than lacking, ha - imagine loosing to Haruno, even if he did off himself in the end (Chiyo did say so).
Worst Villain: Orochimaru for becoming a joke, Madara for being an idiot.
