Worst? I'd have to say the 85 consecutive fillers between part 1 and part 2. I'd say best filler? i know the animation of the "chikara" arc was good but i stopped watching fillers after part 1. I haven't seen anything besides the kakashi fillers, which weren't bad for fillers (except for making hiruzen look stupid)
