Who's the best Villain in Naruto? IMO for me it has to be Masked Obito because he was Responsible for a lot and there was always mystery surrounding him.

How is madara even losing? He literally made the whole evil plot of Naruto. Oro is probably the most creepiest.

I much prefer Madara to Orochimaru.

Orochimaru bored me to tears with his gimmick.

Madara is actually making stuff happen, isn't a fodder, and doesn't look like a transgender snake with hair.

That still makes him a villain.. He knows the difference between right & wrong & chose to do wrong.

Right now, I going to have to go with Orochimaru. He has the creepy factor, has done plenty of evil things and doesn't care who he has to go through to accomplish his demented goals.

Pain would be the best villain IMO had he not been redeemed and gone out as a true villain.

Kabuto has potential, but I think he will end up being redeemed as well.

Obito, his character type comes off as the "the road to hell is paved with good intentions" but can be redeemed. I still think it too early to tell.

Madara, I think its way too soon to tell however, everything points to him being theis series' big bad boss man. I wait till he is ended to truly decide.

Honorable mention goes to Mizuki, from the first couple of episodes and the filler I believe later on. He was bat crap crazy.

That's all i can think of right now.
