Uchiha Madara- Was by far the best fire style user!

Any Raikage- Was the best at manipulating lightning!

Senju Hashirama- Well you know!

Onoki- Was the best earth style user in this manga to me! (Besides Hashirama and Madara of course)

Uzumaki Naruto- Was the best wind user in my opinion!

Lol I love how you guys are trying to pass Blaze release as fire release. It is not as it is originated from a Kekkei Genkai (Sharingan) Blaze is not a basic element.

light - Tsunade/Sakura
dark - any member of the nara clan

I would like to note that being the best in a particular area doesn't mean you have the most powerful technique. that's like saying Madara is better at genjutsu then Itachi because he could perform Infinite Tsukuyomi.

mmm, maybe because the Raikges do more than just create a lightning shield. You realize that shield also increases their speed and power, then their is black lightning, the lightining fingers, etc.

But sure Sasuke has some powerful lightning attacks...doesn't make him the best user though. and also as you said Sasuke is rikudo level. that shouldn't even apply. Any element is instantly leveled up 100 fold for just being a child of prophecy. so since Naruto and Sasuke both have all basic elements (according to the databook) wouldn't that make them the best users of all elements? You know...since they are rikudo an all. Just saying.

Basic five...? Listings based on quantitative and qualitative feats...

Fire: Madara Uchiha, could use basic fire attacks of huge magnitude + an Uchiha who are inherently proficient in Katon...
Water: Kisame Hoshigaki, could make ocean like water reserves, let alone variety and strength of his Suiton...
Earth: Onoki/ Kitsuchi, both displayed loads of very high-level Doton techs...
Lightning: 3rd Raikage, by hype he had special lightning and was a master + he could use it as piercing tech like Kakashi...
Wind: Danzo Shimura, demonstrated little but enough of how a master Fuuton user should be...

Excluding all the users and techniques that were anyhow enhanced by other methods/ sources...
'Best' users are listed, not the strongest...
