Best USA State for a tourist to visit?

I was planning with some friends to go for a trip to the USA this summer, in order to improve our Englis while having fun.
Now, we're no more than 20 years old boys and don't have much money, so we are looking for a state or a city which is relatively cheap, where summers are not so ****ing hot, there are friendly people to talk with and you don't meet a mugger in every street.

So if someone out there lives in USA or knows the country quite well, please give your opinion

I would say NY but as soon as u said cheap I changed my mind. But if you can find a reasonable plan and place to stay maybe give it a thought. Also there are not many muggers here (or really none at all.. less you are looking for trouble, speaking about Manhattan in particular, the place u'd really want to see.)
But really if u can make it , come to Manhattan. I'm from 25 miles away from there and don't get out to see it more than a few times a year; and everytime I do, I feel in awe of just about everything about it.
