Sasuke is the best Uchiha, and out of those 4, he is the most developed, as he is the one who drove the series to it's peak.

Madara and Obito both failed as villains. Orochimaru was the only true villain.

Itachi comes in second after Sasuke, but he is no where near as great as Sasuke when in comes to characterization.

Shisui and Indra are irrelevant and practically featless.
