That arrow is extremely OP but it has one huge disadvantage.Its AOE. Its made from raiton and as we know Raiton doesn't expand at impact like for example TBB or FRS does. TBB doesn't need direct hit because it will expand at contact . That isn't case with Indra arrow it needs direct hit. So defending against it is not that hard to be honest. For example EMS Madara PS sword shockwave interception could serve as great defense against it .
