However, Kabuto Full-Potential - He would place Madara under full control [he wanted to learn more about him which is why he didn't place emotional control over him] and Madara is on par/superior to Hashirama at this point [controversial] and Nagato and Itachi are superior to Tobirama and Minato. Quite a few ninja that Kabuto has are superior to Hiruzen so all together, isn't it possible that Kabuto is second, not Orochimaru?

i still hate putting oro up there because of edo tensei i really hate it i always restrict it from them when i talk about him and without it, oro would be around the 20 spot weather its higher or lower

Not in any order -
SOSP: A god. What can I say?

Hashirama: Strongest person that doesn't wield some sort of Dojutsu. One of the only people being able to completely control a TB. Fought on par with Madara.

Madara: Strongest Doujutsu wielder. Another person known for completely controlling a TB. Fought on par with Hashirama.

Jubi: Obvious reasons.

Fourth Kazekage: Probably the strongest person from Sunagakure. Only reason he got sealed so quick was because of him crying. He could probably have fought on equal levels with Madara, Hashirama and Jubi since he could single handedly beat Shukaku Lol

Itachi: Smartest guy ever, smarter than Minato imo. Can use his mind to overcome most situations. Possesses a MS. Variety of other techs he can use effectively.

Nagato: Possesor of Rinnegan, giving him complete control of all five elements. Head of akatsuki. Used his powers to bring a whole village to its knees.

Naruto: Mastered a TB, SM, variety of Rasengans, beat Six Paths of Pain, shadow clone techs used effectively.

Minato: Extraordinary analysis (similar to Itachi), so called genius, inventor of Rasengan, quickest man alive.

Obito: Currently god level.
