1 - Obito - When he was Tobi he was EVIL! This guy murdered his own sensei and destroyed his clan. He had no He's also extremely intelligent, very calculating, and he knows exactly how to play with others emotions to fit his goals. Such as how he used the power of Madara's name to it's full extent. Playing with the everyone fears to lure the shinobi world into a war. What's also really interesting about him is who he started out as. His goofy facade was also pretty funny, I had a feeling that wasn't his real personality but it was kind of surprising to see how intelligent he actually was.
2 - Kabuto - Like Obito he's also really intelligent and calculating. I also like how he acts friendly towards his enemies. Such as when he was telling Naruto he wants to be just like him and showed him his Orochimaru DNA. That was some freaky shit. Or when he tried to manipulate Sasuke by being nice to him and calling him a brother. Also like Obito, while he was strong before it was kind of surprising to see how far he gone in the War arc, being able to control all those edos. If it wasn't for him Obito would have most likely lost. Especially without Edo Madara.
3 - Orochimaru - The original main villain of the series and arguably the most twisted. He gives the mad scientist sterotype a new meaning. This guy kills people and then disguises himself in their BODIES. He'll do anything to achieve his goal of learning every jutsu in the world. Another thing that's twisted about him is that he preys on rogue children and uses their desire for acceptance to turn them into undying slaves. Just look at what he did to Kimimaro...
4 - Madara - He's definatly calculating due to everything he planned out but he's also kind of arrogant. His habit of talking about how everyone is so inferior compared to him and Hashirama can get annoying, however on the rare occasions when a character is able to fight on par with him it's funny to see his reaction such as in 8th Gate Gai vs Juudara. But nonetheless he's still a good villain. In fact the chapter he appeared in when we found out the coffin Kabuto used to scare Obito was him is where I started reading the manga. He was so badass in his introduction chapters. I was on the edge of my seat wondering how they were going to defeat him.
5 - Pain - He's this low because not much of a planner like the characters above him, but he did manage to kill Jiraya which gave some character development to Naruto. He also was a pretty sucessful leader for Akatsuki and knows how to make the most of his powers by putting each of the paths into dead corpses.
6 - Sasuke - He comes off more as a delusional manchild than a smart calculating villain. He's motives constantly switch and most of his plans don't even make sense. Unlike Obito and Madara, he actually knows what caused the Uchiha's curse of hate but still thinks that being a ruthless dictator is good for the ninja world. Get your "revolution" nonsense out of here.
7 - Kaguya - AWFUL! TERRIBLE! HORRID! Why you may ask? Well for one, her introduction was incredibly forced. There was no foreshadowing. I mean how is you going to introduce such a major villain near the end of the manga like that? All we have of foreshadowing of Hagoromo's one line about power corrupting her. Sasuke might be an awful antagonist but at least it was hinted from the begining that he was going to be the final villain. She was also pretty underwhelming. Kaguya being distracted and slapped by Secy Jutsu? That's hilarious.
