As much as I dont like sasuke I respect his power and skill with a blade. He is my favorite swordsman but The strongest IMO would be killer bee. A nonsharingan user would not be able to deal with 7 swords. However kisame is quite powerful.

Bee. I dont think Kisame was good with a sword, he just had a powerful sword that takes chakra. He never did anything skillful with it.

Bee or mifune. From what we've seen you can only hope to defend against bee's swordwork, attacking is completely out of the question.

Mifune because of the speed of his slashes and he beats hanzo with just swordwork.
