I will go with Zabuza.

Both Kisame and Zabuza have excellent mastery over their weapons. Both of them wield gigantic blades, yet move so nimbly, and strike with such power. Kisame and Zabuza are roughly on par. No way to specifically say who is the "the better sword fighter of the two".
