hmmm. Itachi is more of a in fight, rather then in life. Shikaku is overall, whether its fights or anything else. Hes the top strategist of the Series.

Nagato's feats of strategy in the Pain arc surpass any of Itachi's or Kakashi's or Orochimaru's.

I had put him up there, then i would've had to put people like Hashirama /Tobirama/Onoki/Minato/ Tsunade.. and etc. So, i just excluded him with the other Kages.

Overall Strategist. I never said battle strategist. And if you had read the thread would know there are no Kages in the list.

Why? Cause Hashirama/Tobirama/Minato/Hiruzen/Tsunade/Muu/2nd Mizukage/ 4th Kazekage.. and many others are better then most of the people on my list.

Shikamaru is the best strategist the alliance has after Shikaku mate. Shikaku left him with all the plans and etc.

Kakashi is good in analyzing stuff in the battle. But as far as army and all those things are concerned Shikamaru/Nagato/Itachi/Orochimaru i believe are better then him.
