What are your top favorite ninjas that fight without Bloodlines, Kekkei Genkai or Dōjutsu.
Basically using pure skill.

1. Hiruzen Sarutobi
2. Minato Namikaze


I would add Kakashi Hatake, but even though he wasn't born with the Sharingan he still uses it.

Technically Kakashi is a dojutsu user, evidently now more than ever, but I agree that he's on the list.

In no particular order I'd say some are Rock Lee, Gaara, Minato, Tobirama, Shikamaru, Akatsuki in general, Jiraya, Gai, idk just a few imo
there are several such as Itachi, Kimimararo, Neji, Sauske, etc who are quite skilled despite being out-ruled by your restrictions.

Umm... Kakashi has a Dojutsu.. Sharingan

Itachi without his eyes is still the most skilled ninja IMO.

In weapons, seal/jutsu speed, intelligence, etc.

If we're excluding bloodline users even without their bloodlines, I'd say Hiruzen.

I would say Hiruzen, Tobirama (his senju lineage doesn't do anything to help him master techniques), and Minato.

Honorable mentions would be Pre-Sharingan Kakashi, Oro, Kabuto and J-man.

Sakura is number 1 im sorry, she can learn every generic jutsu faster than sasuke could because of her chakra control and look at her now.

Her feats, and amount of time her master her stuff in puts her above all. She is the best normal person.

- Mastered in the yinseal (few can do so)
- Medical Ninjutsu and Strength (Mastered in a short period of time, both requires precise chakra control, and excellent timing, and intelligence) also she learned and performed these jutsu whilst fill up her seal.
-Katsuyu and her remote healing
Only seconds after filling her seal sakura was able to use those justu, she was able to summon Katsuyu, remotely heal, and synchronize her yin seal chakra with Tsunade, and all of this she never trained for because she didn't have the yin seal.

Sakura just makes things look easy

Pre-Sharingan Kakashi more than likely would of developed his skills possibly to Jiraiya's level.

O.O Now that you've laid out the arguments....I will have to agree. But we haven't seen enough of the others to be 100% sure .

Unfortunately, but the same thing applies to Sakura too, we've only seen her medical side, given her fast learner feats, there is now reason why she shouldn't have a offensive side equally as potent.
