probably itachi. but sasuke matched him completely in thier bout so theres not much difference between both. sasukes use of the threaded shuriken has shown to skillfully catch oro and deidara. ill say itachi, then sasuke

Throwing Kunais all over the place, without any precise target means great Shuriken-Jutsu? Yeah, okay.

Itachi was able to match Sasuke's Shuriken speed even though Sasuke used the summoning which speeds their initiation up. Not to mention Itachi creating a clone 'during all that' as noted by Sasuke, implying Sasuke could not do anything other then focus on Shuriken's during their clash. Just my take on it though, could be considered equals as well.
